Section 12g. 20.433 (1) (c) of the statutes is created to read:

Child abuse and neglect prevention grants. A sum sufficient equal
5to 0.5% of the total amounts appropriated and estimated to be expended from all
6sources for the department of corrections for each fiscal year as shown in the schedule
7under s. 20.005 (3), to be used for grants to organizations under s. 48.982 (4), (6) and
8(7) and for statewide projects under s. 48.982 (5).

(3) (b)
Child abuse and neglect prevention grants and projects. A sum
11sufficient equal to 0.5% of the total amounts appropriated and estimated to be
12expended from all sources for the department of corrections for each fiscal year as
13shown in the schedule under s. 20.005 (3), to be used for grants to programs and
1statewide projects the primary goal of which is the prevention of child abuse and
2neglect.".

Section 27j. 46.03 (7) (f) of the statutes is repealed.

(7) (g) In consultation with the child abuse and neglect prevention board,
7develop a plan for the expenditure of funds from the appropriation account under s.
820.435 (3) (b). The plan shall ensure that funds from the appropriation account
9under s. 20.435 (3) (b) are not used to supplant any other funding the department
10provides for the prevention of child abuse and neglect. Beginning in 2000, by June
1130 of each year the department shall submit a copy of the plan for the next fiscal year
12to the chief clerk of each house of the legislature, for distribution to the appropriate
13standing committees under s. 13.172 (3).".

Section 35e. 48.982 (4) (a) of the statutes is amended to read:

(4) (a) From the appropriations under s. 20.433 (1)
(c), (h), (i), (k), (m)
17and (q), the board shall award grants to organizations in accordance with the plan
18developed under sub. (2) (a). In each of the first 2 fiscal years in which grants are
19awarded, no organization may receive a grant or grants totaling more than $30,000.

(5) Statewide projects. From the appropriations under s. 20.433 (1)
(c), 22(i) and (r), the board shall administer any statewide project for which it has accepted
23money under sub. (2m) (c).

(6) (a) From the appropriations under s. 20.433 (1) (b),
(c), (h), (i), (k),
2(ma) and (q), the board shall award grants to organizations in accordance with the
3request-for-proposal procedures developed under sub. (2) (a). No organization may
4receive a grant or grants under this subsection totaling more than $150,000 in any
5year.

(4f) Child abuse and neglect prevention funding. The treatment of sections
1420.433 (1) (c) and 20.435 (3) (b) of the statutes takes effect on the day after publication
15of this act or on the 2nd day after publication of the 1999-2001 biennial budget act,
16whichever is later.".
